What if foreign investors make people of a country poor ?

I live in Indonesia. We have rich resources from our nature. I still confused, why so many resources are taken by foreign investors? It makes many people in our country are poor. Only the minority of the people are rich, or very rich (read: billionaire). Are Indonesian people can't prepare their own resources in their own country? So they just sold it out?
