Is debt consolidation a form of bankruptcy?

I am trying to improve my credit which is not good at all. I was considering debt consolidation but was told by a friend that it was a form of bankruptcy. I do not want to file bankruptcy but I do need to improve my credit a lot. Is debt consolidation really a from of bankruptcy? How does it affect a person compared to chapter 13 bankruptcy?
