What age would you allow your child to start dating?

My child is now 15 will be 16 come this Oct., but she has always been sneaky when it comes to boys. Like ex. when I lay down the rules of what to do and say with a boy, she'll talk to more than one at a time. And then the sh** hits the pan, mamma he said this she's going to do this and bla bla bla. So I'm I wrong for taking away the phone completely from her? I don't allow her to even date or boys come here to the house, but I can't stop whatever she's doing at school.
