Actually what i always do is set it down for awhile. Sometimes you don't see the next step right in front of you, because you've been staring at it too long. So put it down, and come back to it later. Or, go on to the next one and come back to it.

When I was still a Sudoku newbie, I tried to make guesses but I've learned my lesson. You'd end up solving 3/4 of the puzzle and then you boom! Failure. Just try what ljcapps does...leave the puzzle for a bit and then go back to it when your mind clears up. That's what I do as well and so far it's effective :)

I just sit there and look at it, and look at it, and look at it some more until I either get tired of looking at it and quit, or find something that works. To be considered stuck that means that I have tried everything I know so there can't be another technique that I use.

Usually I'll set the puzzle aside for a while and come back later. Sometimes if you stair at something for too long, you can't see the obvious answers.
I also use a pencil and I'll start lightly writing in the possible numbers for each square in the corners. Sometimes it really helps to map out the possibilities. It usually means the puzzle looks a little beat up when I'm done but it does help!
