Is there that much of a difference between 8 ms and 4 ms?

I noticed that LCD monitors have response times between 8 ms and 4 ms, of course, the lowest ones tending to be the most expensive. But then I though, how long is 8 ms anyway? Like, even shorter than a blink of an eye? So is it really that worse if a buy a 8 ms monitor instead of a 8 ms? Oh, and what about the contrast? 700:1, 350:1, etc. What that all about?

These are factors which are almost the same for the average user. The response time is actually the period of time in which the screen can swap between images. Whether it's 8 or 4 ms, you won't feel the difference in games, movies, etc. You only need a high def monitor if you are a professional a have specific requirements.
