Coworker driving everyone away

I'm looking for advice on the best way to address some issues with a coworker. This person has managed to get on the bad side of nearly every person I work with (there are about 16 at this location and another 10 at another). She is looked down upon in the community with outside agencies whom we do work with. The problem is it is more about her personality then an issue that she can be let go for. We have had many people come to work here and have loved everything but just can't stand her and have put in their notice (now about 4 in the past 2 years). Any advice?
