Getting Your Kids to Go to Bed

What are some of your strategies for getting your children to go to be at a decent hour? I have a 3 year old and bed time can be and adventure sometimes.
He is always coming up with interesting excuses why he can't go to bed. Sometimes I don't know whether to laugh or be upset. We have a 7 month old who stays up later, because of his feeding time. Our 4 year old often thinks he needs to stay up until his brother goes to sleep.
Does anyone have any opinions on this?

I have a 17 mth old and a 4 year old.After we eat dinner I give my 17 mth old daughter a bath while my husband is reading books to our 4 year old son. By the time she gets out the bath it's his turn for a bath. While he is bathing I turn off all of the tv's and turn on soft music such as nursery rhymes or baby classics. I put her in her bed and sit beside her and within 5 minutes she is asleep by 8:00pm. Our 4 year old is usually in the bed by 8:30. He will not go to sleep until we read him books and turn on his children's music after he goes to bed. I think sticking to a rountine is the best way to let them know it's time for bed. Also before we put him to bed we show him the clock and tell him what's expected. We allow them to stay up a little later on the weekends for family time. I think it's important to have both of them in the bed by 8:30pm so that we can have time to wind down together and spend time together as a couple. I hope this helps.
