How should we control rising population in the US?

In my Environment class we are discussing how the US can have better population control. I think that everyone should have to get permits to raise a child. I have heard this idea other places. The future parent takes a test. The test measures them mentally, physically, and socially. Some people just shouldnt be allowed to have children.

I disagree,Yes,this does happen in other parts of the world,china for one,and if after you have one girl,the next better be a boy or the girl is killed.
The best way to stop overpopulation in North America,is to stop immigrating people from other countries.
In Canada's case,we have thousands of miles of open country in the north we can fill,all new immigrants should be sent to these ares to open new cities,not be allowed to go to large cities.
sounds harsh,but our ancesters did it.
