An optical mouse is exactly what is implies... it has an 'eye' on the bottom that detects movement several thousand times a second.
It works on almost everything that has a surface that is not exactly the same (glass won't work, etc...).
The advantage over a traditional mouse is that it doesn't have moving parts like a mouse ball and is much more accurate than a traditional mouse. It also doesn't require a mouse pad though people still use them for aestetic reasons; just like screensavers.

Optic mouse is a one that works on optic signals. It doesn't have a ball under it. It sends a beam oflight which's reflected from mouse pad and movement is detected. It's more fast, long life and dust free.

Optical mice have become the standard these days. They are far superior to normal mice. If you've ever had a hard time with a mouse, those troubles will be gone once you get the optical mouse. It's money well spent.

most mice these days are optical ... the basic difference is that because it doesn't have the ball to roll the mouse along you don't have to clean all the grime and gunk that accumlates in there! Also they are supposed to be smoother to use and will work on non-flat surfaces. Hope that helps
