People are not following signs

Why so many people are not following street signs?
When the sign says, "Don't Park", they parked.
When the sign says, "No Smoking", they smoked.
When the sign says, "No Littering", they littered.
etc. etc.
What's wrong with these people, is it a human norms? or there's something wrong with their brains and needs to overhaul?
