it refers to the strenght expressed in terms of available persons to performed task.it is the total demand expressed in terms of numbers of individuals....

Well its the total supply of persons available and fitted for service. Indexed by requirements including jobs lists, slots, or billets characterized by descriptions of the required people to fill them.... or strength expressed in terms of available persons to perform a task.....
