Yes u r absolutely right my dear friend..
Its a device that measures How powerful the quake is both on land or underwater..
The higher the value on this Scale, more powerful is the Quake, and more is the damage done...

is it a device? i thought "richer scale" is an Unit of Measurement because it's "scale" and the device that use to measure is something different that has the "scale" called "seismometer"
so "richer scale" is an Unit just like "meter" or something and the value of the scale show us how strong is an earthquake.
