how do you earn trough this paid to sign up schemes

i have come across many of these paid to sign up schemes.but the problem is that most of the times ,the eligibilty is that you should be a US citizen .but as we are not,we are not made to earn money through that.so is there any site where i can earn from sign ups which dont have this eligibily criteria.
