Is there anybody here who fully obeyed the Ten Commandments? Personally, I haven't met one person who was able to keep all of the commandments. So for those who disobeyed even just 1 command, does it mean they will go to hell? especially those people who only believe in the Old Testament. What do you think, is there any other solution?

I think there's one commandment that I know I've never broked yet, "Thou shall not kill." I'm afraid of going to jail then when I die, would go to hell. That's one nasty suffering that I know I will never put myself into. I'm trying to live my life to most on God's expectations, I'm sure that He knows that I also reflect on the things that I do from day to day. Though I admit that I am a sinner, I cannot say that He will never help me. Because I still consider myself lucky, as I don't get robbed, mugged or harassed by others. I am thankful that He still guides me and blesses me with grace..

I don't think you will every find someone who hasn't broken at least one of them. Even if they make it through the last 5, the first 5 may usually get them. Who hasn't argued, disagreed with or rebelled against their parents. Some most likely worship idols, even if they don't realize it.
Breaking the commandments is not what will ultimately send someone to hell. Paul, in the New Testament, points out that the Law is only there to show us how unlawful we are. It only points out that we can't be good on our own, that we can't reach the perfection of God. That's inevitable.
What will send us to hell is rejecting the sacrifice that God has provided to cover our inadequacy. Since no one can be good, God has provided a way to cover those "sins." That way is Jesus. No other sacrifice is equal. They are just as flawed as man, therefore not able to please God.
God loves us. He knows when we are born that we are unable to attain the perfection necessary for heaven. He knows that we are unable to provide an adequate sacrifice, payment, for our sins. That's why He gave His Son as a perfect sacrifice and asks only that we believe. There's no magic or hidden formula. Just God's love.

Of course the people who only believe in the Old Testament (or do you mean the five books of Moses) don't go to hell if there is a hell). Israel is just as much needed in Gods plan as we the heathens.
The Ten Commandments (Or Ten Words) were needed to connect God with His people (Israel). By focusing on not breaking the Law they were connected with their Creator. Just as people who believe in Jesus are connected with the Father through Him.
So the commandments are not used for punishment but for showing people the connection they have with G-d and their fellow man. The first five are for G-d the second 5 for the good of man.
