Why does everyone wait to see what the U.S. is going to do?

This is concerning what is going on in north Korea. I just don't get it. Everyone complains about the U.S. sticking their noses where it don't belong, but all I heard yesterday on the news was that this or that country was waiting to see how the United State was going to respond. You just cannot have it both ways.

This was heard in America, so it's little surprise. I haven't heard that anybody was waiting to see what America was doing. Most released statements before America did.
