I think it's a little bit of both. Some people are born with higher levels of aggression and less of an ability to decipher right from wrong - making them prime candidates to become criminals. It is a rare case that a criminal is born and becomes a dangerous or continuous criminal despite solid and moral upbringing. But yet others are born with the ability to decipher right from wrong but "learn" through experiences in their life that certain behaviors (gang involvement) are a necessity to survival.

According to science, some men are born with genes which make them more inclined to become criminals. This is most probably the reason why some of us do not resist the opportunity to do bad as they come. There some also that no matter how much temptation may lay ahead of them, they hold on to their principles of righteousness- most probably, these are the kind of persons who were born without any of these undesirable genes in them.
But for us to do the right or wrong thing, is a matter of choice. Those who resist all sorts of temptation, do so because they have such strong will power to choose what's right. In other words, this strong will power can be a quality which may be found in each one of us if only we opt for it. Life is a matter of choice, take it- the good or bad, the right or the wrong.
