Do you think death of a little kid in the movie is justified ??

Movie is no matter good but do you think killing of little kid by the police officials in the movie is justified. I understand that it was a case of irresponsibility but villagers hardly understand that they ought to have a license to use guns or its not a thing for children. The japanese hunter who gives the gun as a gift is responsible in some manner. He didn't have anything harsh in mind but gun proved fatal for little kid and brought in great problems for the american couple on tour in bus.
