What makes a good writer different from a bad one?

Is it the way they use language? What is there in the language of a good writer that distinguishes them from a bad writer? What makes a writer good? Do you think you're a good writer? Who are your favourite writers, and what do you like about them?

One of my favorite authors writes basically the same story every time just with different twists. She has a whole town of people she writes about. Yet while I love her books, some of them are a bit hard to read because I always end up thinking "again?". And I can see much drastic improvement from the novels she writes now from the ones she started with.
