I think the best way to make students quiet is to ask the noisy ones to leave the class. Some teachers walk out from their students when they are noisy but that only makes the students talk more. If you let the noisy ones out, maybe next time they will be quieter.

I think it depends on the students ages, if they are preschoolers, expect from them to be more noisy and misbehaved every now and then. But they understand if you talked to them properly.
One way to make the kids quiet is to shut off yourself too. Dont say a single word or whatsoever. In a minute or two, everyone will be very quiet, and thats the time you start talking. The kids will think that you are already frickin mad. I tried it at home with my kids, and so far so good. we parents are the first teachers of our kids, what we taught to them will be carried wherever they go. So i guess teachers can also apply that rule, shut off and everyone will do. :)

ask the student what does he really want for now and what does he wants to talk about. maybe he would like to share it the whole class. there are students like that. just be patient.

give them something to do. like drawing or painting or something creative. human nature is to follow rules. just tweak it for our use.

This is definitely one of the reasons why I would not consider teaching as a profession although I really love to teach.
You can be very strict and be a disciplinarian but the students would hate you and fear you which you would not really want so you are in a dilemma practically. Cause if you are too nice they will also abuse your lenience. What I would suggest though is to keep them busy with something. Assign seatworks, or short projects which they can finish within some time period. You may also do short quizzes every end of the class so that they will listen attentively.
