I think it is the parents who are mostly responsible, because it is they who nurture the child from the time of his entry to the earth. Child won't be really such matured to know his mistakes. So, it is the parents who have to guide him and take into a good path.
It is the duty of the parents to teach them and take them to a right path from their chidhood

I really think it depends on the age of the child. BUt most times I think the parent is partly responsible. If a child has a learning disorder, hearing impaired, deaf, or something along those lines. Than I don't think the parent is responsible. Unless they don't do anything to help the child. I think every child looses control sometime in their life and should not be judged if it happens every now and than.

If a child is out of control it is because that child was never taught control or given the boundaries he/she needed to exercise control. Parents are responsible for providing good examples and boundaries for their children, so if the children are lacking in that area, the parents are respsonsible.

well it is a very relevent question.
In my opinion parents are more responsible because they do not care about their children ,they give them excess freedom at a very small age.
this is a very wrong attitude of parents ........
