Eating and Drinking in a train. Don't you think it's a bad manner?

I was brought up not to eat and drink anything in a train. I think my mother was a strict person, but in recent years I often see little girls and boys eating a bread in a train. I wonder recent parents discipline their children well. In your country, what do you think about this kinds of thing? Only Japanese adults think so?
