Help on what I should do

I have 2 kids and their father just got out of jail. He has been in and out of their lives since they were born. He has visitation rights but comes and goes as he chooses which confuses the kids. He has bipolar and scitzophrenia.He has never paid a dime of child support. He wants to start his visitation again but I don't want him to because he's here one day and not the next and children need consistancy. He has no money and no job. I have been to court many times and the judge always gives him whatever he wants. One time the judge said he had to have a job in 3 mo or the visits would be suspended. Well we went back in 3 months and the judge totally ignored the first order and suspended the child support...can you believe this. I just don't get it. This was 8 mo ago and he still has no job and judge even allows him to take the kids out by himself and he has major mental issues, he hears voices and everything. I don't know what to do anymore....please help...thanks.
