Activates Paypal without credit card?

You don't need a credit card to 'activate' paypal, you need it to 'verify' your paypal. You can use your paypal without it being verified, the only difference is you have a spending limit. (I believe it's $5000, but I'm not sure. I know I'm close to hitting mine). You can have money put in it, transfer from your paypal to your bank account and vice versa, and use it for shopping online ... all without having it verified. And worst case scenario, when you hit your spending limit, you close your paypal and open another, starting fresh. No credit card required. Side note .. after talking with paypal representatives awhile back, they assured me there is no other way to verify your paypal without a credit or debit card. They are the ones who told me to create a new paypal once I reach my spending limit.

You can also activate paypal with a bank account.

However you can open an account with Paypal but you are not verified. When you want you can add a redit card for verify the account.
