What do you do if a seller wont give you a refund?

I bid on an item that was advertised as both new and working. It was neither when I got it, so I contacted the seller who suggested that I might want to send it back for a refund. He received the item 3 days ago, but I still haven't heard from him and I still haven't gotten my money back. What do I do now?

Hopefully you paid by something other than a mail in payment (money order, cash etc.). File a complaint with your credit card or online payment company. Also try and request the sellers phone number. I am assuming this transaction happened on Ebay? They have a request sellers info. If you paid them by mailing a payment your pretty much at the mercy of the seller. It's their word against yours.
