disgestive problems in rabbits

my (rescue)rabbit will not eat enough fiber. He refuses any of the hay, will not eat the alfalfa pellet--he only eats the seeds and 'extras'. Now he has very sticky, large balls of poop which stick to his bottom. HELP!
