a very irritating neighbour

First here are some questions. 1. How close together are the houses? 2. Whose house do you live in? Is it yours? 3. Do you have proof that your neighbor is doing thses thing on your property? 4. Have you talked to your neighbor to see why he is so offended, and won't let you do these things? First thing to do, is to find out why your neighbor won't let you do things to your house. Then, let him know that this is your house, and that you intend to keep your house looking nice. If he is afraid that water will run into his yard, let him know that he isn't paying for the water, and that if it doesn't get into his house, then there shouldn't be any problems. If you have proof that your neighbor is indeed taking your plants, and ripping your garbage bags, then let him know that if he continues to do this, then you will have no choice but to go to the police with proof. But do this as a last resort. Try to reason with him, and maybe he might not be so bad in the future.

if its an apartment you might want to say something to a manager, if he rents you might want to sy something to his manager. if hes stealing get some proof and call the police. sounds like a bad neighbor.
