When do you say enough is enough?

i broke up with my boyfriend of 5 years 1 year ago after he cheated on me with a girl he worked with. The girl became so obssessed, not ony with him, but with me- that i had to go to the cops and press harassment charges. I miss him, and he asks me back almost on a daily basis, but i'm terrified. he put me thru a lot! i honestly had to go to counseling after the break up because it REALLY hurt me! maybe the fact that i'm scared gives me my answer. Do people ever really change? i believe he can change, but i wonder if change only occurs after the "cheater" has lost the person he cheated on. and learns their lesson with the next relationship. what do you think?
