Teenage Mama..Who's to Blame??

Do you have a younger sister? Nowadays, girls at a very young age get pregnant and become teenage mothers. We can see them at TV news, read in newspapers and even on our own neighborhood, cases like this appear.
What is the youngest age you've heard? 13? 14? Gosh! But who's to blame? Is it their parents? the society? or they, themselves? What is your opinion? How do you react on this?
Questions arise but if I were to ask, I think fault cannot be solely handed to each of them. Somehow, each has a part and accountability. I have a younger sister,about 11 years old and I pray that this kind would skip her from having so.

The youngest pregnency I've seen was 12 years old. It was pretty creepy to me. Luckily, I'm the youngest in my family so I do not have to worry about this sort of thing. I do have to worry aobut my friends, which I treat most of them as if they were family

Like you said its a shared responsibilities by different concern parties. But of course since the subjects are minors we can point the heavier blame on parents. For its them who should upbring their children in way that even the dark side of the society would not affect them much to that extent of being a teenage mom. I believe a child who has a strong moral foundation that is raised by their parents in a responsible way has more tendency to become responsible too in every decision and action they will do.
