Youtube to remove videos?

I just heard a short mention about youtube's plan to remove videos. Does anyone know what is going on?

I didn't hear anything about this--in fact, I was watching a news article yesterday about how potential presidential contenders are trying to make YouTube work for them (by using the site to reach a wider audience, spread messages, etc), particularly in the Obama and Clinton campaigns.
