why they smoke even at banned places

peoples love smoking, even it is injuries to health. we can stop them. but its to irrited when they smoke at banned places. even the politician, government officer smoked at this places. they are law maker when they do like that its to irritating. how we stop them to do this

they are not control their self,IF they have some self control means they can avoid smoke at common public prohibited areas.we should fine and punish them will warn them just we put them 2 days in jail means they never again do smoke in public prohibited places.what you feel?
