Does Chinese English-teaching system need changing?

Chinese students always are bad at speaking and listening English,the English learned by CET-4/6 can't be used in the everyday life,it's so pity...

English is a powerful tools - practic is the ways to improvel the english
China have to face the world, english is a powerful tools to understand/learn what the western's had developed technology/knowledge just like the western who learn from ourself in the ancient china.
