I just went outside to make sure the car was plugged in, when i noticed there were colored rings around the moon. I have never noticed that before. I wonder what it is called, and what is causing it to happen. I wonder if it has anything todo with how cold it is outside.
Any comments or ideas?

The view like this is marvelous & romantic to remember.
This Panorama is normally seen when light gets refracted through some media as like the entangled water particals in the atmosphere.
This phenomenon is the same as the rainbow you see in day time because of sun light.
I won't write it in detail here you can refer the physics books for this.
But you said it right, It's just beautiful, I saw it many times in my life in winters perticularly.
sky view is always nice, do spare your life to look at the panoramas.
