What can be the steps to prevent child labour??

Child labour is a burning problem and seriuos steps have to be taken. I see small kids working in shops or cracker industries who are below 14 years of age, Further, many children are employed as domestic servants in houses and are burdened with heavy work?? I personally go and advice the employers whenever I see a little child working. What do you do when you see a little child working?
