rates are not falling?? We are all being 'watched' so why don't they use this 'watching' to solve crime or at least to help in some way? If a satellite can be used to pinpoint people or places then why does it not get used to help us as individuals or as a community?

Well, cynically, I would say because most of our Councils are more interested in catching speeding motorists, than criminals in inner cities! Putting CCTV in inner city areas, would cost too them much money, and they would get no return! Or am I being too cynical again?

because doers of crimes are also smart today they knew where the cameras are.
info: many people find these monitoring devices intrusion to privacy.
