I for one strictly believe in maintaining silence in the library. I actually get irritated with people who talk on their mobiles loudly in libraries and public places. It is also distracting for others who are trying to finish their tasks and go about their lives.
Cheers!

Adding up... Not being so noisy and keeping the silence is a form of respect to those who are studying or those who are doing their research.

Yes.. Libraries should be noise-free. If the library is noisy, those people who wants silence might get irritated..

In my local library the staff tend not to tell people to be quiet when they are noisy and disturbing others. I think they are afraid of the confrontation.
I was brought up to be as quiet as possible in the library. Somehow, that doesn't seem to happen anymore.
