is dust effect computer's performance

hi frnds, i have the celeron computer, when i bought this computer that time my pc speed was good, but after after the 3 years it creating thr problem, i have used the antivirus also, and i have formated my pc even twice a day, but it cant improve the permormance, then i asked from my frns bout it, my frnds told me that might it is effection with the dust, according thir instruction i opened the cabinet of the cpu, then i found that is is covered with the lots of dust.. can any help me, what i do now???????
