First, I'd find a stranger who truly wanted to change his/her life. I'd send him/her to school to learn a trade of his/her choice, find a place for them to live if they didn't have one, and basically point them in the right direction as far as social services goes, and open up a bank account to put any remaining money in, and hope to God they take advantage of the doors that had been opened for them.

It depends on the stranger.If the person was homeless, I would try to get them some shelter. If it was a single mother, I would just give her the money.If it was a person in the hospital, the 1000 would go toward the hospital bills. It depends on the stranger.
