My dog chews on his legs the Vet said it was his nerves

The Vet wants me to put my dog on anxiety pills because he chews on his legs and his belly.
He took a skin sample and says no disease.
I'm not about to put my dog on nerve pills.
Does any one have any experiance with this type of behavior, He is a two year old German Shepard.
Please help

Awwww your poor dog! Has the vet ruled out allergies? I know some dogs will do that if they have allergies.

No he has not that I'm aware of, he never realy said anything about allergies, he said not a skin issue must be nerves. I'm just not going for it.
I'll find out more about the allergies, but like I say its just two smallish places on his body he chews he doesn't do it all over

My dog does that all of the time. It doesn't do any harm to them unless you find a skin disease which you said your vet did not. It is usually an itch that is bothering them or it could possbily be a flea. If you see a rash of any kind you should check back with your vet and tell them about it. Other than that, I'm pretty sure that is just something that is making your dog itch.

Im not sure thats what it is he has like two very specific spots that he chews on and has made sores in those places. One looks like heat rash an area of about 4"x4" on his belly under his leg and the other is a spot on his front leg that is about 1"x2" this one is much worse and I have to wrap it up some times because he will not leave it alone.
I bath him regularly and he does not have fleas.
I am at my wits end
