PRISON WARDERS

There is an instance in my country where prison warders are seen on several times guarding inmates grazing(looking over)cattle.Can you see the picture. Why can't the prisoners just be left tolook over cattle under a sealed perimeter or the warders do the job and prisoners stay in their prison. What do you have to say.
