Indians can only withdraw money from paypal if they have 150$ balance is it true

Hi Freinds i have just got to know that Indians can only withdraw money from paypal, if they have minimum 150$ balance in paypal A/c and they also cant attach their bank a/c to the paypal a/c. After hearing this i m feeling very disappinted.
Pls guys with experience lot me know the truth.

I've checked paypal's website so many times because I too was wondering if I can withdraw my earnings from my paypal account in my country (philippines). Sadly I can only deposit but cannot withdraw. So I ended up making an e-gold account and my problems were solved. I suggest you do the same.

it is not true. the only thing that compels them to withdraw at above $100 is, the costs involved in withdraw. first, paypal will exchange the dollars into rupees, then issue a cheque.
you have to deposit it in your bank. they send it for collection. they charge a few hundred rupees for collecting it and it takes around a month to clear the cheque and credit the amount in your account.

ive heard this before. i know it isnt true in the USA but i cant recall what they said about India.
my only suggestion would be to go to the Help section of Paypal and look up the Basics and Benefits of having an account with them.
