Decades ago such a situation was in force. India and Pakistan were indulged in war and during this time it was difficult for millions of Pakistanis who are residing in India and vice versa. AFter the war, both the heads of the government have agreed to have rail and bus service for the benefit of people of both sides to travel and see each other.
