People driving with animals

Have you ever been driving and look over and a person driving with an animal- usually a dog- on their lap? Does this irritate you or not? It seems really dangerous and stupid to me. It is even more distracting than a cell phone. IF these people love their animals as much as a child, then they should have the animal safe. Would they drive holding a baby?

I always see this girl who lives around the corner from me, drive past with 2 dogs hanging out the drivers side window.
I think it would be really hard to drive if not impossible even if it was 2 little dogs, nevermind what she has [i believe they are dobermans]
I know dogs can be very excited about going in the car [even my old girl is and she'll sleep the whole trip] but if you were responsible as a pet own you would think you would restrain them ... or at least teach them to sit in the backseat!!

wow dobermans are big...what i would be scared of is if they got down by my feet and tangled my feet up or if THEY accidently hit the gas or brake
