which is best army or cops

I think army saving the countyr and people in border and cops keeping people safe in the country.
i will say both were best except the cheaters

one way no army people will cheat.
most of the cops will cheat by mixing with correption

What's the meanig of cops?And in my opinion,of course the army is more important,without army i think the civilian of the country won't even have a good sleep.So it is clear which is more important.
