i using seagate for years and believe it's good enough
i haven't tries western digital yet may possible it may change my view

Hard to say tbh without knowing what it is being used for. There is no such thing as a "best harddrive" it all depends on what it is being used for. For general desktop usage Seagates tend to run cooler (more read/writes per second on your average desktop with smaller files). For servers or mass storage then it has to be western digital, they are far superior at handling larger files, and if its just being used as mass storage then the number of reads/writes is going to be low compared to that of an average desktop therefore the temeratures will stay lower.

Hard drives are so cheap now, it is amazing how they have dropped in price recently.
I like both of these brands you have mentioned, but my preference would be western digital. I have had great service from this brand for years now, without problems.
