There is no legal rights that our goverment should read our email because it was classified as our personal property.
Personal property is bounded by legal rights and the only authority who can permit to scrutinitize our emails is the justice department IF only they present a very reliable evidence that by reading thru a individual email they can gather a certain information about a national concern.
It is consider unlawful to read someone personal property but if we are not capable of knowing that they really do we don't really have the chance to protect our privacy.

E-mails are no different than letters or phone calls as they are only one more way of communicationg.
So, as for other means of communication, no official bodies should have the right to snoop in your private/business communications without having been properly subpoened.

Yes, the government has the right to read emails, as nowadays criminals have also become tech savvy and use the internet to commit crimes.
So, the government keeping the national security into consideration has a legal right to monitor emails.
