Boston bomb scare

I'm sure you must have heard about Boston's so called "bomb scare". I was wondering if you think they overreacted, assuming that the light up advertisements were bombs. I mean, I know our country has this kind of thing to worry about, but come on... what kind of terrorist uses glo-bright type advertising for their devices? Did Boston overreact? If not, are they still justified in pursuing charges against the advertising kids, and calling the devices 'hoax bombs'?
