Dead beat dads!!

What does your state do about deadbeat dads? In Florida we let them off over and over again as long as they send one weeks payment a couple a times a year. It is really sad that a man can help make a beautiful child and walk away without turning back or any responsibility. And yes we were married I didn't just have a child with someone random. I thought I knew him very well. But 12yrs later and thousands behind in child support he calls once every couple of months. I was just curious how your state handle deadbeat dads.
