Why is the chinese mustard you get in the packets better than the stuff in jars.

I've bought chinese mustard at the store but they never seem as good as the stuff you get in the plastic packs at the chinese restaurants.
And the chinese restaurants are stingy about passing them out. I've actually bribed the cashier to get a handful of them!
Is there a good chinese mustard I can buy in jars, thats similar to the restaurant packs?
