A CALL to Mapping Software EXPERTS!!!

Hi everyone, please help me with my project.I'm looking for a mapping software that uses imported GPS data like lattitude and longitude and then incorporate it on the mapping software. There should be a line or dot drawn on the software corresponding to lattitude and longitude data. The software must have also the capability of importing a SCANNED map. thanks all!
