Let us think about the officers.Some of them take bribes due to lack of good salary.......
But most of them take bribes due to greediness

exaclty.. to hell with corrupted officials.. only if they r wiped out from the system, India can make progress..

it is a major pullback if not the only one. but the point is that wherever humans exist corruption also will. what matters is the level of corruption. high level politicians are power hungry and hence corrupt everywhere. but what really pulls india back is the low level corruption where even the janitor asks for a bribie to do his job.furthermore our inherent tolerance and apathy towards this low level corruptio makes the situation even worse and is the biggest hindrance to our progress.
